Handover should be a celebration but for too many builders, it turns into a negotiation.
The keys are ready, the homeowner is excited and then the defects list arrives. A wrong tapware finish. A variation they say they never approved. A missing compliance certificate. A defect that was “definitely raised at frame stage”.
Practical completion slips by a week, then two, and the final payment slips with it.
It’s tempting to see this as a site problem but often, it’s an information problem that started months earlier.
Defects are common, and slow to resolve
Defects are not a fringe issue in Australian housing. Building Commission NSW’s 2025 strata defects research found that 53% of recently completed apartment buildings surveyed had serious defects, with waterproofing the most common. Its earlier 2021 report, produced with Strata Community Association NSW, found that around 38% of affected buildings took more than 12 months to resolve their defects.
Detached housing has its own version of the problem. Across the Tasman, BRANZ’s 2021 New House Owners’ Satisfaction Survey found the rate of call-backs to fix defects sat at 86%. Fixing defects after the owner moved in was one of the areas new owners were least happy with, with a quarter saying they were dissatisfied with their builder’s service.
And the clock doesn’t stop at handover. In NSW, statutory warranties run for six years for major defects and two years for everything else. Every gap in your records at handover becomes a risk you carry for years.
The root cause is upstream
If you look closely at what drives disputes at the end of a build, a pattern appears. In BRANZ’s survey, disputes over the final cost tended to centre on charges for variations, items going over prime cost sums and additional charges for items the owner believed were included. Consumer Affairs Victoria’s research found that 15% of homeowners in a dispute with their builder said it involved misunderstood contract terms.
These are not workmanship failures. They’re record-keeping failures – a selection made in a showroom but not updated in the job file, a variation agreed on site but never signed, or an inspection passed with no photo or report attached to the job.
Record gaps also outlast the build. The 2021 NSW strata report found that fewer than half of strata managers held the building’s as-built plans – the documents an owner needs to maintain a home properly.
Practical completion is a test of your records
HIA’s guidance notes that practical completion means the work is “substantially complete and reasonably fit for use” – it doesn’t require a home with no defects at all. But that distinction only helps you if you can prove what was agreed. When the homeowner raises a dispute, the builder with clear, dated records of selections, variations and inspections has an easy conversation. The builder without them has a long, challenging one.
Handover is where every earlier decision gets tested at once. If the information was captured cleanly at each stage, handover is mostly a checklist. If it wasn’t, handover becomes an investigation.
What to do from contract onward
You can’t remove every defect, but you can remove most of the arguments. Builders who hand over smoothly tend to share a few habits.
- Lock selections into the job record, not just the showroom file. Everyone from estimating to the site supervisor should see the same, current specification.
- Treat every variation as a mini-contract. Price, scope, approval and date, captured before the work starts, never after.
- Attach evidence to every inspection. Photos, checklists and sign-offs stored against the job, so “we checked that” is a fact, not a memory.
- Build the handover pack as you go. Certificates, warranties, manuals and as-built details collected stage by stage, not chased in the final week.
- Log defects and maintenance against the same job. When a call comes in after handover, your team can see exactly what was installed and when.
The result is shorter practical completion periods, fewer disputed final invoices and a maintenance team that isn’t starting from scratch. It also means homeowners leave with a clear record of their home and a reason to recommend you.
Smooth handovers aren’t won in the final week. They’re won at contract signing, and at every decision recorded properly after that.
